General Comments: As part of the update process 2018 NAVADMINs (thru 249/18, less NAVADMINs 243/18, 242/18 and 225/18, which had not been issued before the preparation of this update), PPIBs (thru 18-18), MPAs (thru 32-18), NPPSC OPS Alerts and other Pay/Pers community feedback/ updates were reviewed to identify additional reference documents and procedural changes/work arounds required for the existing SOPs. Changes/updates with the most significant impact to the SOPs and/or PAYPERS community include: (1) BUPERSINST 1900.8E Certificate of Release or Discharge From Active Duty (DD 214/DD 214C/DD 214WS, and DD 215) (a) BUPERSINST 1900.8E was issued 27 August and supersedes/cancels BUPERSINST 1900.8D. The updated revision provides instructions for preparing and distributing the DD 214 Certificate of Release or Discharge from Active Duty; DD 214C Certificate of Release or Discharge from Active Duty, Continuation Sheet; DD 214WS Certificate of Release or Discharge from Active Duty Worksheet; and DD 215 Correction to DD 214, Certificate of Release or Discharge from Active Duty. This instruction has been completely revised to incorporate changes to the separation process to include changes for electronic submission of the DD 214. The importance of an updated RED/DA is critical to be able to respond in these emergent situations. Due to the unusual circumstances, we have worked with OPNAV N130 on obtaining permission to utilize the HURRICANE FLORENCE EVACUATION CLAIM SETTLEMENT – DEPENDENT ADDRESS VERIFICATION letter as an interim RED/DA update for processing of Hurricane Florence evacuation claims ONLY. This letter should be filled out with all information and signed by the Commanding Officer ONLY. By Direction is not authorized. It should be attached with an official, most recent updated RED/DA. This letter will accompany the travel claim and other supporting documentation in its submission form processing. If a Sailor has a correct, up-to-date RED/DA, the letter is not required. Continue to keep the press on reminding CPPAs and commands the importance of RED/DA updates when there are changes. (5) OPS ALERT - Travel Authorization Request and Travel Claim Documentation requirements - Subject: Foreign Clearance Travel Requirements Issue: DoD Personnel are traveling to OCONUS locations without appropriate clearance. Background: An Air Force Audit Agency (AFAA) audit, as well as, numerous reports from country/theater personnel travel clearance approvers and Defense Security professionals, highlight the fact that many DoD travelers are not in compliance with DoD travel policy that requires travelers to obtain the appropriate travel clearances and force protection training prior to traveling overseas. As mandated by the DoDD 4500.54E, DoD Foreign Clearance Program (FCP), and the DoD Foreign Clearance Guide (FCG), all DoD personnel performing official temporary duty abroad must obtain Country and Geographic Combatant Command Theater Travel Clearances, prior to commencing travel to foreign countries. Per the FCG, travelers use the Aircraft and Personnel Automated Clearance System (APACS) to obtain the required clearances. Implications from travel without approved APACS clearances have caused consternation between DoD and Department of State (U.S. Embassy Chiefs of Mission) and, in some cases, diplomatic friction with host nations. Action: All Defense Travel Administrators (DTAs) are directed to check local DTS business rules and are encouraged to setup a foreign travel 'conditional routing' rule requiring confirmation from all foreign travelers that the foreign clearance requirements have been met including, if applicable, that an APACS request was submitted. The conditional rule can be configured for pre-approval routing/reviewing officials (whomever the organization determines that person or persons to be), before the authorization request is routed to the Approving Official (AO). Chapter 5 of the DTS DTA Manual, https://www.defensetravel.dod.mil/Docs/Training/DTA_5.pdf, provides information on how to establish a conditional routing list. Authorizing Officials (AOs) should ensure all requirements are met and documented in the travel authorization before they approve. This includes ensuring the APACS ID number is included in the DTS authorization as part of a pre-audit remark or other comment to the AO. It is also recommended that local business rules be updated to provide clear, actionable guidance. (6) OPS ALERT - Subject: Authorizing Official Signatures on Permanent Change of Station Travel Vouchers. (8) NAVADMIN 226/18 FY-19 General Military Training Requirements and NAVADMIN 237/18 October Cybersecurity Awareness Month: - While not a direct impact on SOPs NAVADMIN 226/17 and NAVADMIN 237/18 are included for general awareness. NAVADMIN 226/18 outlines the General Military Training (GMT) requirements for FY-19. The number of mandatory topics for FY-19 has been reduced in order to empower commanders with a greater ability to decide what training their personnel should receive. NAVADMIN 237/18 reinforces Cybersecurity as a leadership priority. To assist in your training, social media content with a different theme for each of the five weeks of the month will be released. (9) NAVADMIN 239/18 Deployability Assessment and Assignment Program Per NAVADMIN 239/18 the deployability of Sailors will be tracked by the respective AC/FTS and SELRES Deployability Assessment and Assignment Program Managers. Starting 01 October 2018, Sailors who have been non-deployable for 12 consecutive months will be notified of mandatory processing for administrative separation or referral to the Disability Evaluation System as appropriate. OPNAVINST 1300.20, Deployability Assessment and Assignment Program provides guidance on submitting requests for retention. The LIMDU and Separations SOPs were updated to reflect the above guidance.
